1.5V DC never works

Sadly the 1.5V DC always gives me 3.5V output. 12VDC always gives around 20V output.

Sorry the power supply wasn't what you were expecting.  Please understand this is a AC-DC 'non-regulated' power supply.  Therefore, a no load reading on a non-regulated supply typically is 1.5x higher.  The voltage would drop to the intended setting once there is a load on it.

You would need a 'regulated' or a switching power supply which are always regulated.  Our PHC-1000k and PHC-2200W models are regulated and would read about 0.2VDC higher on a no load meter reading.  Hope that helps.
